National Model Code Committee on Fire and Life Safety

The National Model Code Committee on Fire and Life Safety (NMCC-FLS) met virtually to review progress across task and working groups.  A significant change is that the TG on Single Egress will focus on Part 3 buildings only.

Due to detailed comments submitted by the Canadian Wood Council, approval of the draft March 3–5, 2025 meeting minutes was deferred to the next meeting pending offline review.

CHBA requested clarification on who determines the merit of Code Change Requests (CCRs) under the new code development system. It was confirmed that this responsibility lies with the National Model Code Committees, using a survey based on the previous system.

The Task Group on Single Egress will focus on residential occupancies in Part 3 buildings, per Canadian Board for Harmonized Codes (CBHCC) direction. Concerns were raised about excluding Part 9 buildings, which may benefit more. The NMCC Chair agreed this warrants further CBHCC discussion.

Updates were also provided by:

  • WG on Fire-Resistance Ratings, continuing work on Proposed Change Form (PCF) 2023, which affects the fire resistance rating of a Part 9 wall assembly.
  • TG on Encapsulated Mass Timber, reporting changes to its Terms of Reference.
