The National Model Codes Committee (NMCC) on Housing Supply met to review public comments on Proposed Code Change Form (PCF) 2157, which would move the reference to CSA A277, Procedure for Certification of Prefabricated Buildings, Modules, and Panels, from a Division A Note to a Division C Provision. Following discussion of the comments received during public review, the committee reached consensus to recommend the proposal for publication in the next edition of the National Building Code.
Members, including CHBA, noted the importance of ongoing education and awareness regarding the role of CSA A277 certification and the factory quality assurance processes that support it.
CHBA continued to advocate for greater acceptance of CSA A277-certified construction by Authorities Having Jurisdiction (AHJs) and highlighted the need to reduce redundant and costly re-inspections of modules that have already been inspected and certified in a CSA A277-certified factory. Such duplication can create unnecessary delays and costs while undermining the intent of third-party certification.
The committee also received updates from the Modular Construction, Tiny Homes, and Building Relocation Task Groups. Work continues to address barriers to modular construction, advance tiny homes code proposals, and identify future research needs to support potential code changes.
As all agenda items were completed on September 16, the scheduled Day 2 meeting on September 18 was cancelled.
