The NMCC met to review a proposed change for an "active light" radon mitigation option for Part 9 of the National Building Code and another proposed change to add the option of using a water demand calculator to the National Plumbing Code.
Codes Canada staff gave a presentation outlining how all of the SMART Regulation principles had been addressed for Proposed Change Form (PCF) 2160 - Active Side Wall Radon Stack and the Committee reviewed the proposed change and decided to recommend it for inclusion in the 2030 NBC despite serious concerns raised by the the radon mitigation industry. This includes the technical requirements not being backed by research and misalignment with current industry practices including those outlined in the 2024 CGSB radon mitigation standards.
CHBA joined the meeting following the discussion on PCF 2160 and noted that Association did not support the proposed change, since it was not supported by the radon mitigation industry.
The Task Group on Legionalla proposed adoption of PCF 2174 - Design of Potable Water Systems per
Water Demand Calculator Method, which proposes to allow the IAPMO Water Demand Calculator (WDC) to be used "as an optional method for estimating probable system flow demand in potable water systems". The City of Vancouver has permitted the use of the WDC and have not identified any significant challenges and this was seen to be a positive change by the plumbing industry. The Committee reached consensus to recommend inclusion of this option in the 2030 NPC.
