This committee has the mandate to coordinate the work of all 13 National model Code Committees.

The committee discussed Bottom-up Work, which is the new term for code change requests (CCRs) that come from industry or committees, and that have not been prioritized. The committee reviewed the September 15 memo from the Board requesting feedback from the SCCC by October 17 on a final set of CCRs in time for the Board's October 23rd face-to-face meeting. 

 Discussions focused on the categorization and evaluation of CCRs by the working group, including criteria for merit and regulatory challenges. Concerns were raised about the tight timeline for NMCCs to review and respond. Members were asked to identify and be prepared to speak on three high-priority CCRs in the October 15 SCCC meeting. It was clarified that 'industry hardship' could be considered in the selection process. Clarifications were sought regarding CCR allocation per NMCC, the approval process, and whether previously triaged CCRs are automatically approved.

 The chair of each of the 13 NMCCs provided updates on their work. CHBA asked for clarification on coordination and prioritization of the work with the Electrical Code in terms of energy storage systems. CHBA also questioned recent Board directives that accessibility in dwelling units will now apply to 100% of all dwelling units and CHBA clarified that the scope of the original task (from 2012) of small building validation) and not changed. CHBA suggested adding members from Standard Developing Organization (SDOs) to the committee on referenced documents but was told NRC had concerns with conflict of interest of SDO members influencing code references of standards.
