Task Group on Accessibility in Dwelling Units

This was a continuation of the September 3rd meeting, during which the Task Group reviewed several proposed accessibility-related code changes that would apply to 100% of dwelling units.
The Task Group reached consensus to continue developing PCF 2287, which would establish minimum spatial requirements for at least one washroom in every dwelling unit. Discussions focused on whether the proposed 45 ft² minimum area would be sufficient when storage needs are considered.
Members also continued reviewing PCF 2288, which would introduce minimum spatial requirements for kitchens to better support aging in place and occupants using mobility aids. Proposed provisions include a 1000 mm path of travel, turning space, and clear floor space at sinks and stoves. The group debated whether the required turning circle could be located outside of the area containing cabinets. Meaning one would have to enter and exit the area with cabinets in a wheelchair in a straight line and than turn in an open area.
Consensus was reached to move forward with PCF 2306, requiring an electrical rough-in for a reachable GFCI-protected outlet beneath kitchen counters and this was seen to be a simple low-cost requirement. The proposal is largely based on provisions in the Nova Scotia Building Code, with an exception derived from CSA B652.
The Task Group decided to place PCF 2305, which would require counter space between the sink and stovetop to facilitate transfers, on hold. While this is a good best practice recommendation, it was seen to be a lower priority and something that could be accomplished with a cart.
CHBA reiterated its opposition to applying these accessibility requirements to all dwelling units and noted there will likely be opposition to spatial requirements for all homes. CHBA requested clarification of the term “rough-in” at a future meeting and questioned whether the objectives of PCF 2306 would be more appropriately addressed through changes to the Canadian Electrical Code rather than the National Building Code.
The next meeting will occur following the October 5-6 National Model Code Committee on Accessibility face-to-face meeting in Ottawa.
