Task Group on Alteration of Existing Plumbing Systems

Task Group on Alteration of Existing Plumbing Systems

TECH - Building Code Meeting Briefs

November 26, 2025

Members agreed to the following:

  • Keeping the five-year definition of “existing building” previously approved for the national codes
  • Using clearer language in the application text to reflect both design and construction aspects of alterations
  • That heritage buildings should remain exempt, while any plumbing alterations in heritage buildings must not diminish health or safety, particularly regarding cross‑connection protection
  • Adding triggers and definitions that distinguish minor from major alterations by how they impact configuration, capacity, performance, occupancy change, additions, and load
  • That performance-based code language should avoid absolutes, while prescriptive plumbing requirements will carry the specifics

A cleaner draft reflecting these directions will be circulated for comment ahead of the next meeting, to be scheduled for mid to late January. A small working group will propose the minor/major definitions and triggers, and observers are encouraged to submit written feedback for inclusion in the next revision.
