The task group met to review Quebec's code change request (CCR) 2060 against ASHRAE standard 62.2 to understand Quebec's desired changes, and to assess the need (and best approach) to draft similar proposed changes to the National Building Code (NBC) ventilation requirements for multi-family dwelling units and their shared corridors. Discussion focused on part 3 buildings.
Corridors: ASHRAE 62.2 applies only to dwelling units, while corridor ventilation falls under ASHRAE 62.1. Opinions differed on whether the group should further consider ASHRAE 62.1. NRC staff were requested to obtain additional background on the corridor ventilation issue(s) the Quebec proposal sought to resolve, noting that understanding the rationale would help clarify whether that issue exists in the NBC, and how best to approach it. There was general agreement that corridors should not serve as a source of ventilation air for dwelling units.
Enforcement: CHBA emphasized the importance of enforceability, reminding the group that any future code language must be clear and practical for consistent municipal enforcement. For example, Quebec's proposed humidity performance requirements could present compliance verification challenges if not drafted carefully.
Testing: CHBA supported updating references to the legacy ASTM E779 testing standard by referring additionally to ASTM E3158 as an equal alternate. For alterations to existing buildings, CHBA supported preserving ASHRAE language around air infiltration credits.
Sound: The QC proposal introduced equipment sound requirements that appear to be more strict than ASHRAE. Staff will prepare a comparison for next meeting.
PCF Draft: This TG is working towards generating a draft Proposed Change Form (PCF) for the NBC, informed by both Quebec's CCR 2060 and ASHRAE 62.2, focussing on IAQ requirements in part 6 of the NBC. Staff will consolidate feedback from the meeting into draft PCF language for advance review and discussion at the next meeting.
Next meeting will be scheduled by poll of the members, tentatively Sept/Oct.
