The focus of the meeting was whether to include an explanatory note for a new Proposed Change Form (PCF 2157) that references CSA A277 in the body of the NBC rather than in an explanatory note.
CHBA noted ongoing confusion about how Building Officials interpret CSA A277, citing examples of neighbouring Municipalities interpreting the standard differently, causing delays and unexpected costs for modular builders, and suggested that an explanatory note could help clarify intent and reduce misinterpretation.
Members and observers could not agree on the wording of the proposed explanatory note, and the chair (a Building Official) thought the explanatory note was unnecessary.
Due to the tight timeline to send this Proposed Change Form to the National Model Code Committee on Housing Supply (which could be approved and still make its way into the 2025 NBC once P/Ts adopt), the explanatory note was not included at this time; however, the process remains open to revisiting the explanatory note as part of the public review period.
