Task Group on Operational GHG emissions - August 6, 2026
The task group discussed the greenhouse gas emissions factors (GEFs) that may be used in the next code cycle, focusing on whether to adopt the updated average emissions factors for 2036–2040 or the updated 2031–2035 values. Members noted that the proposed changes would affect provinces and territories differently, with some jurisdictions seeing improved emissions factors while others would worsen. No decision was reached on which dataset should be adopted. A key concern raised was the challenge of implementing different emissions factors across code cycles. In situations where a jurisdiction’s emissions factor improves in one cycle but worsens in the next, code requirements could effectively become more difficult to achieve despite no changes in building performance. This could create a situation where compliance moves backwards for reasons outside the control of builders, designers, or homeowners.
The task group also reviewed updates to greenhouse gas emissions factors for utility gas. An errata correction was identified for Nova Scotia and the Northwest Territories, requiring adjustments to the utility gas emissions factors used in those regions.
The task group also began discussions on how renewable energy systems could potentially be recognized within the performance and prescriptive framework. Members exchanged initial ideas and considerations regarding the role of renewables in meeting emissions objectives and supporting compliance pathways. As this was the first discussion on the topic, no preferred approach or recommendations were identified. The group agreed that further analysis and discussion will be required in future meetings before determining how renewable energy should be incorporated.
