Task Group on Single Egress

Task Group on Single Egress

Building Code Meeting Briefs

July 23, 2025

The Task Group led by Ulrik Seward reviewed the updated mandate for the National Model Code Committee (NMCC) on Fire and Life Safety with a new objective for single egress developed by the Canadian Board for Harmonized Construction Codes (CBHCC), which recognizes the need to "provide options to increase housing supply by enabling development on smaller or constrained lots that may otherwise not be feasible with conventional construction".  The TG was advised that the decision to focus on Part 3 under the NMCC mandate was made by a Federal/Provincial/Territorial working group in order to meet the timelines.

Camerson Bardas with the City of Edmonton presented on their single egress technical report which describes how land use bylaws can be used by designers to apply for an alternative solution. Staff also presented on the feedback received from 9 countries, including Canada, on their respective regulations for single egress obtained through the Jurisdictional Regulatory Collaboration Committee (IRCC).

The Task Group reviewed the scopes of the following five working groups (WGs) and two new task groups that will report to the Task Group on Single Egress (TG-SE):

  1. SE WG on Accessibility
  2. SE WG on Mixed-Use
  3. SE WG on Impact Analysis
  4. SE WG on Building Maintenance
  5. SE WG on Environmental Scan
  6. SE TG on Fire Service (TG rather than a WG to allow stakeholders/ Fire Service to participate)
  7. SE TG on Risk Assessment (TG rather than a WG to allow stakeholders/ Fire Service to participate)

An actions arising spreadsheet with all agreed upon actions was also shared with the Task Group.
