The Task Group reviewed staff analysis and member feedback on barriers to modular construction identified by Kent Homes and discussed potential pathways to address them. Members supported recommending that CSA Group examine requirements related to modular electrical connectors ("plug and play" systems) and agreed to pursue research on several topics, including the use of staples for gypsum wallboard, glue-only gypsum ceiling installations, taller exterior wall heights, and increased foundation opening widths. The results of this work could help inform future code changes.
Members agreed to continue advancing work related to fire and sound tables to better reflect assemblies commonly used in modular construction. During the discussion, a modular builder volunteered to provide assembly details to NRC to help support future research and code development efforts.
The Task Group also reviewed Proposed Change Form (PCF) 1893 on in-factory airtightness testing and generally supported the proposal with minor modifications. CHBA recommended that CSA Z240-MH be recognized alongside CSA A277 within the proposed wording, noting that the original draft only referenced CSA A277. Consistent with CHBA's long-standing position of supporting flexible compliance options for code users, this recommendation was ultimately accepted by the Task Group. CHBA also provided updated costing information for the impact analysis to better reflect real-world testing conditions, particularly in remote locations where travel and logistical challenges can significantly increase costs. These modifications were incorporated into the PCF and will be considered by the National Model Code Committee on Housing Supply during its future review.
